Welcome to Whidbey’s Nonprofit Directory

This directory is a free community resource created by the Whidbey Community Foundation to connect residents and donors with the many organizations serving our island. Inclusion does not imply endorsement or funding, and not all organizations listed are WCF grantees. We strive to keep information current and accurate. Steps is a non-profit organization providing in-home early support services for infants and toddlers, birth to three years of age, with developmental delays in communication, social-emotional, fine or gross motor, adaptive skills, and/or cognitive development. Our early learning and pediatric care staff are committed to building relationships by embracing each family’s culture, strengths, and priorities. We are continuously taking steps to expand our resources to meet the needs of the children and families we serve in Anacortes, Whidbey Island and San Juan County.

We serve Whidbey Island, Anacortes, and the San Juan Islands.

History

Founded in 1985 Founded in 1985, Steps (formally Toddler Learning Center) advances early intervention services for children aged birth to 36 months who have developmental delays in communication, social-emotional, fine or gross motor skills, adaptive skills, and/or cognitive development.  Originally developed for Whidbey Island, TLC expanded our service area to add the islands of San Juan County in 2019, and Anacortes in 2023.  Our mission is to collaborate with families, caregivers, and community members to provide best practice early support services in a nurturing environment. Our vision is that all families in our service areas who have children who have developmental delays will be identified and will receive the support, available resources, and services needed to enhance their child's optimal growth and development.
